Just thought I would jump in again - there is a George Emil Schulz born on May 11 1880 in the WW2 draft registration cards

He lists an Mrs Alma Schulz as living with him at 634 Main Street in Neenah, WI....
I'm going to take a guess, that when the adoption went through, it was in Winnebago Co., and that the "revised" birth certificate was filed in Winnebago Co. hence why it is there.... If you could open the adoption file, you would be able to see the other names.
