The Oshkosh (WI) Daily Northwestern newspaper, on Feb. 11, 1907, included in its "marriages licenses" notices one that said that brothers John and Oliver Roberts of Deer Creek, Outagamie Co., had obtained licenses to marry sisters Laura and Agnes Balthazor of Maple Creek, Outagamie Co. It also noted that, because John Roberts and both of the Balthazor girls were "under age," the parents had been require to sign permission affadavirs.
The only sisters that I see in the 1900 census with those names are rhe daughters of the couple you mentioned, Eugene and Rosa Balthazor of Maple Creek.
