Hi Beth,
Emma might have been a student at the Tomah Indian Industrial School which opened in 1894. Records for students at the school are available from 1894 to 1902 (the later records were destroyed with the school burned down in 1922). Records are held at the Great Lakes NARA achives in Chicago. You can email for information. Make sure you include your name and mailing address. Here is their email:
