I completely agree with you on the poor condition of Nemadji, but it is the oldest cemetery in the area, and lichen & acid rain have not been kind to the limestone in many of the headstones. It is a shame that the cemetery was not better cared for when there was a chance to save it.

Someone had emailed me about the fact that there are many graves in the woods on the east side of the cemetery. There is a monument stone with a plaque explaining that, just at the edge of the forest. We were just there this past week, looking again for the grave of my great-great grandfather, whose obituary said he was buried there. Once again we were unsuccessful. There are definitely graves in the woods, but the forest has been allowed to completely grow over them. I don't know how that happened, but it is a shame. There is a little wrought-iron fenced area in that area, with no headstone. Another headstone we found is in a sunken depression, face down, half in and out of a puddle of water. There are probably lots of old headstones in the forest, buried in the undergrowth, but who knows if you could read them even if you could find them?

The caretakers, who I called and talked to once, seem very unaware and uninformative about the place. I think they only mow the grass and don't care about the graves.

The only thing I can think of is, call Julie at the Area Research Center at Superior Public Library (find the number at the site for Douglas County Resources). There is a book there, listing sales of cemetery plots at Nemadji from about 1898 on. It did not help us because our ancestor died earlier than that, but it may help you. Best of luck!
