HELP!!!!! Looking for William Howard Meadows of Monroe Co

Surnames: Meadows, Crotty, Riffe
Looking for the information on Wm Howard Meadows. He was born on 4 Jan 1861 (Family Bible) in Monroe or Summers. Married Elizabeth Susan Riffe in 1885. My grandparents were Charles Lewis & Bertha Alma Crotty, one of his children.
Have been trying to locate someone who might have information on him and his parents or siblings. Someone out there must be related to him and have some info.
Trying to locate who his parents are so can search census and get more information on him. Cannot just assume which census is him after finding 3 who might be him.
Hopefully someone is related and can help.
