First...JUDY. The obits are available from the Washington State Library, not the Secretary of State.
--If you are looking for the Homestead Act Land Patents, you will search the database from the Bureau of Land Management. You will not look for them from the Secretary of the Interior.
--- The Washington State Library is an individual, independent organization under the Secretary of State; just like the BLM, National Park Service, Bureau of Indian Affairs, etc, are independent agencies under the Secretary of the Interior. So send people to the Library.

Now for your Estella. You identified her as Estella Eliza (Spiker). Also as Estella Eliza Shugart in Wyoming.

I found your family tree online showing "Estella Spiker" born 28 Feb 1884, died 31 July 1970 in Olympia. You show her as being the wife of Claude Shugart.

I don't know where your data on the above came from. I found her in the 1920 and 1930 census in Wyoming as Stella Shugart, married to Claud..name as spelled.

The Estella M. Newcomer that lived in Wyoming and died in Tumwater on 31 July 1970 is probably a different person that your Estella Eliza.

Here is the data on that person:

The Social Security Death Index showed Estella M. Newcomer, death in Feb 1970, born 28 February 1884. Her Social Security Number 520-20-8126 was issued in Wyoming before 1951.
The Washington Death Index shows Estella M. Newcomer, death on 31 July 1970 in Tumwater, Thurston County, WA.

The 1910 Census for Murphy Gulch, Sheridan County, Wyoming
Budd A. Newcomer, age 36, born in Colorado to father born in Maryland, mother in Missouri, married 6 years.
Estella M, wife, age 25, born in Missouri to father born in "Un" and mother in Pennsylvania, mother of 1, still living:
Harold B, age 4, born in Wyoming.
--There were other Newcomer on the same page:
Fred F, age 63, born in Maryland, living as a boarder in the Phillip Jobe family, in residence enumerated just above Budd's.

The World War I Draft Registration Card Image Database showed Budd Arthur Newcomer, born June 2, 1873., spouse Estella, as

The 1920 Census for Murphy Gulch, Sheridan County, WY
Budd A, age 46,
Estella M, 35, born in Iowa to both parents born in Illinois.
Harold B, 14
Mariane A 9
Paul N, 4/12. All children born in Wyoming.

The 1930 Census for Sheridan, Sheridan Co, Wyoming
Estella M. Hamm, age 45, born in Iowa to father born in Scotland, mother PA, married.
Harold B. Newcomer, son age 24
Paul N 10
Kathleen E. Newcomer, daughter-in-law, age 22
Eljo D. Newcomer, grand-daughter age 2 1/12
Donna A, Newcomer, grand-daughter 11/12.
Marjory A Thomas, daughter age 19
Audrey, grand-daughter 11/12.

As you can see, this persons place of birth changed, as did her parents in the 1920 census (I just love the mistakes in the census). I don't know where the name Hamm came from in the 1930 census, but this person could have been married to this person shortly, then returned to the Newcomer name.

Harold Newcomer, born 16 Oct 1905, died July 1973. His "last residence" was in Oakville, Grays Harbor, WA. His Social Security Number, 520-20-8302, was issued in Wyoming.
