The name "Ida Rose" could be her first and middle name, not first and last names.

The 1930 Census has an Ida Rose Simons, age 4, born about 1926. The census was enumerated on April 19th. So this person was born sometime between April 20, 1915 to April 19, 1916. She was daughter to a Harry E, 25, and a Rose A, 19. She had a brother Raymond B, age 1 8/12 (July/August 1918). All born in Washington. They were living at 423 East 30th Street in Tacoma.
--This constitutes NO PROOF that this is the correct person, other than the name criteria.
--They may or may not have been living in the same place in later years.

The other "potential clue" you have begins with your brother. I find a Lawrence Richard Steele in the Social Security Death Index and the California Death Index born 25 March 1925, died May 1981 in Napa, Napa County, CA. His Social Security Number (SSN) 539-12-6516 was issued in Washington State.

There may have been a newspaper article on the accident. But, you are identifying two years of looking through the local paper.

What can you do to narrow down this time-frame? First, did this accident occur while your brother was still in high school or after? Was she still in high school? If so, what high school did they attend? A yearbook would/should have her name and picture, even if she didn't graduate because of the accident, she might be in an earlier yearbook. OR, they may have even had a mention of her accident, probably not but if she didn't graduate because of the accident...it is possible. He may have known her through friends and didn't go to school with her. But, his yearbook could help in defining the year. Did your family move after the accident, due to hospital bills perhaps?

Where did he/your family live when the accident occured? The fact they were one mile south of the Roy Y, does not identify direction of travel. That area continues to have deadly accidents.

Your brother died in 1981. Is his wife or children still living? One of them may know more information. A father likes to warn his children about accidents, and he may have mentioned his own.

Any other clues you may have?
