Don't think I can help much other than this Rappahannock County board is for the formation of the current Rappahannock County (circa 1836) (formed from parts of Culpeper, Orange, and Madison Counties). The Old Rappahannock County was around Richmond, Virginia in the 1600-1700s. I believe Henrico County and a few others were formed from Old Rappahannock. I never knew why they would change the name of a county just to make it another one in an entirely different location in the state.
