Detailed instructions for obtaining an obituary from the records at the Kerr Regional History Center can be found on the Kerr County TXGenWeb page
http://kerrco.vibobgen.com/KerrCountyObituaries.htm
The History Center has microfilm of obituaries dating back to the earliest newspapers. There are gaps in the early dates (due to loss of some newspaper issues before microfilming) but these records are indexed by a member of the Kerrville Genealogical Society so names can easily be found as long as a full name and approximate date are furnished.
The public library, Butt-Holdsworth Memorial Library, will handle mailing and cost for obtaining these obituaries (which is minimal).
Check the Kerr County TXGenWeb page for the abovementioned obituary information.
