In the IrfanView "resize/resample" window go to bottom left, set the DPI box to 72 and click both boxes above (preserve aspect and apply sharpen). Next, in the "set new size:" box select pixels, and above that type 320 in the WIDTH box.

This should drop the total size of the pic to about 350kb more or less.
