Update:
on the White co. 1820 census:
1. Thomas Phillips, b. 1788. Settles in Overton co., TN, about 1837; died there about 1863.
2. David Phillips, b. 1755. Settles in Jackson co., TN about 1833 (father of Thomas); died there in 1846.
John and Lewis Phillips, still unidentified:
1. John on White co. Tax List, 1818-1833, age 45+ on 1820 census.
2. At least 2-3 Lewis' on tax list ranging in years from 1811-1816; and 1816-1841.
