A cousin of mine has had great success by including a donation of $25-50 when making a request for genealogical information from a Catholic Church. She always states that the donation is to help cover the time and effort used to answer her query.

She also includes a SASE and states that she is a senior and her funds are limited and if they can't be of help to let her know by using the stamped envelope. Give it a try.
