Remember in Pennsylvania only the county that issues the license has a record of the marriage. For example, my parents were married in Schuylkill Co. but they applied for their license in Philadelphia. The only government record for the marriage is in Phila. There is a church record in Schuylkill Co. The minister/priest/rabbi/judge/etc. is required to send a return notice of the marriage to the county who issued the license only.
