That could be. There are quite a few burials in the old Union Cemetery that don't have stones. As far as I've been able to find, the only list of the burials there was from Tom Imler in his cemetery books. I haven't been able to find a list of people who were supposed to be buried there. Someone has to know some of them though, because there are usually flowers put on some of the graves marked by flagstones and things like that.
