Sorry Shotgun, you found the wrong family again. The Frank and Pheba Michael are not the parents of Emery.

The 1900 Census for Elk, Stoddard County, Missouri
Frank Michael, born May 1840 in Tennessee to both parents born in Tennessee.
Emry (as written), born Feb 1882 in Missouri, day laborer
Rebeca (as written), born Jan 1886, (14) in Missouri (g/grandmother of the person posting)
--The second family above on the census sheet:
Charles Michael, born Feb 1874 in Tennessee to both parents born in Tennessee,
Rosey, born May 1873 in Illinois to father born in Tennessee, mother in Illinois
"son" (can't read the name, but it is not important for this search), born Feb 1896 in Missouri.

The 1910 Census for Elk, Stoddard Co. shows:
--"Gladies" as 2/12 in age. The census was enumerated the 4th day of May, so Gladies/Gladys born Feb or early March.
--Chas L, born Missouri, age 5 (1904/1905)
--Gale A, age 2 (1907/1908)

Charles L, born Missouri has his age as 28 (1901/1902).

The Oregon State Archives has an Emery Edward Michael that filed for a delayed birth certificate in Klamath County. This is often done by a person to prove their birth date, with whatever records, so they become eligible for benefits. Usually these benefits are/were Social Security, age pensions, etc. This person claimed a birth date of June 25, 1881. You can contact the Oregon State Archives for copies of this record.
--That matches the World War I Draft Registration card image found on Ancestry.com. If you do not have a copy of this image, it can be sent to you. This person was living in California when he registered as required for his age on Sept 12, 1918.
--HOWEVER, this date of birth does NOT match the February 1882 date of birth as found in the 1900 census for "Emry", brother of Rebecca. I often find errors in the US Census.
--The Missouri birth records for Stoddard County do not begin until 1883:

Since you "know" the person found in the 1930 census in Klamath Falls (Klamath) IS the correct person, then the difference in the month of birth is not material. I would suggest you obtain the Oregon record for the delayed birth certificate.
