My mother, her sister and brother were in the home in Oct. 1938. The children placed there had to have a family member belonging to the IOOF (Independent Order of Odd Fellows). The records were sent to the Grand Masters office in Perry, OK. The phone no is 580-336-4076. I was able to receive a copy of the original application of my mother and aunt before they were placed in the home. Good luck.
