My great grandmother Flora Jane Barnett Willison was born April 13, 1861 in Noble Co. Where do I send to obtain some sort of record. I know nothing about her parents. I was told she was adopted by a Willison family. WHY? Did her parents die, or did her mother marry a second time?

If anyone else is researching these names, please contact me. I can't seem to find any info and don't know where to turn.
