I have found the personnal at the Records Center most accommodating, both in person on my one visit from SW OH 2+ yrs ago, and in subsequent phone calls or letters. Their charges basically only cover copying costs, and they are swift in response, especially as compared with larger cities I've contacted. The Defiance library also had good cemetery data, especially for Hicksville. Give them both a try, then use this site for follow-ups, ot the Ohio (general) site.
