Thank you so much for the example. It gives quite a different approach than using the general search feature. I definitely think I like the old search screen better. I still don't have the parents' names, but there was at least one sibling who died before adulthood, but I don't know her name, either. The two records from this search that immediately stood out to me from the 1940 census were:

Rochester is definitely the right city for Thomas M, but there's a possibility that his parents moved to Florida in the late '60s, early '70s. Unfortunately, since Thomas M wasn't born yet in 1940, he doesn't appear on the census, but it's a step in the right direction. This has now become my personal quest.
