Manhattan has an 1890 Police Census although many records no longer exist. Ancestry has added three rolls of film to its index but the rest are available through the Family History Library on microfilm. You will need a street address to find the relevant roll(s). Howard Jensen created an Aid to Finding Address but I don't know if it's online. I have a copy should you need more help.
