I know this is a long shot. My great grandfather, William Victor Carter was adopted in Watertown, NY. His birth date is 27 MAR 1887, he was adopted by Frederick and Emma (Babcock) Carter. I have called the NY State Genealogy division of Vital Records and got an ignorant woman who said once a child is adopted, the adoptive parents' information is placed in the birth record and the information of the birth parents disappears. Pretty sure that is not true, since it isn't true anywhere else. Does anyone know where I can get this information?
