Other than sending a request to the State, is there a database or genealogy society that would have a 1910/1911 birth record?

I'm searching for a twin birth, Frank (likely Francis) and Frances Bradley, born in North Platte or vicinity in 1911 (possibly 1910). Parents were Ernest & Cora.
