Cecil Wayne Pulliam was born June 30, 1948 in Jackson, Tennessee.
Cecil was the sixth of ten children born to Uree Pulliam and Mary Alice Crawford Pulliam.
Cecil at the age of 7, was baptized and became a member of the Macedonia Missionary Baptist Church in Buena Vista, Mississippi.
In 1959, at the age of 10 years, Cecil relocated to Berkeley, California with his parents and siblings. He and his family united with Mount Zion Missionary Baptist Church of Oakland. While living in Berkeley, California, he attended Franklin Elementary School. In 1960, Cecil and his family moved to Oakland, California, where he attended Peralta Elementary School and Claremont Junior High School. In 1967, he graduated from Oakland Technical High School and then studied at Laney College. On June 29, 1975, Cecil became the proud father of Ceceil Patrick Pulliam "Lil Cecil
Cecil developed an interest in woodworking while in junior high school. Cecil learned carpentry from both his Uncle Genie Crawford and his mother, Mary Pulliam. Later, Cecil worked in an apprentice and journeyman program where he mastered his trade.
Cecil was employed by General Motors Corporation and United Airlines as a mechanic. After leaving United Airlines, Cecil acquired his General Contractor's License and in 1979, started his own company, "Pulliam Construction".
Cecil was awarded numerous contracts through the City of Oakland Housing and Community Development Program.
While a member of Mount Zion Missionary Baptist Church, Cecil served on the Junior and Youth Usher's Board, sang in the Youth Choir and was a member of the Boy Scouts under the leadership of the late Brother Joseph Collins.
Cecil later served as a trustee for two terms.
All who came to know him loved him dearly, including his doctors and health care professionals at Kaiser Hospital.
Cecil departed this life on Tursday, November 27, 1014- Thanksgiving Daty. Preceding Cecil in death are his father and mother, Uree and Mary Pulliam, his sister, Loraine Braxton, brothers Eure Pulliam, Charles Pulliam, and Clarence Leon Pulliam, nephew, Jarad Pulliam, granddaughter Chae Amani, father-in-law Jesse Smith, sister-in-law Barbara Singleton, and brother-in-law Jesse "Butch" Smith.
Cherishing Cecil's memories are his wife of 23 years Janet Denise Pulliam, Children, Cecil Patrick Pulliam, Joclyn Ware (Chris), Shaylah Rigmaiden (Shey) and Obie Rigmaiden (Jackie), Grandchildren, Chaelyn, Nasir, Nashua, Riley, Amariyah, Aaryn, Chris, Isaiah, Naemah, B.J. and Phoenix, Siblings, Shirley Theodore, William Pulliam (Carla), Clinton Pulliam, Debra Pulliam, and Dwayne Pulliam; Mother-in-law Mary Smith, Sister-in-laws, Melva Smith (Chuck), Usana Hopkins (Andrew), and Jackie Smith, Special Friends, Alvin "L.A." and Karen McGary, and a host of nieces, nephews, couisins, and friends.
