I found a reference on Familysearch for a marriage of Frank Downing to an Emily F. Welch on 12 DEC 1908. Is there a way I can get a copy of this marriage. The weird part is that they are already married on the 1900 Census in Toledo, Ohio. I am wondering if the marriage was actually in 1898 which would explain their daughter in October 1899.
