Both these statements are terribly ambiguous (the use of the word "MAY"), it sounds as though you don't really know with certainty whether the record is accessible and can be viewed. Is that correct? You don't really know?
I read the protocol on the Muskegon site BEFORE I posted, and understood I could order it; however, I do volunteer look-ups of this very kind at my local CC office, it never hurts to ask for a RAOGK (Random Act of Genealogical Kindness) from a fellow researcher.
