you might try checking under the surname of either Chattelreau or something similar to Shetelroe or Shettleroe, or even Roy. Also trying getting in touch with the Frenchtown historical society in the Monroe area. Information about it should be somewhere in these boards. They might have been member's of the St. Antoine church in that area. I'll bet the name was shortened from something, and that may be why you can't locate his birth.

I ran into a similar situation. Just be aware that the spellings of names seem to change in just about every situation, although Roe would be easily tracked later on.
