My great-grandmother was born in Steubenville, Ohio, but both she and an older boy from Steubenville (who may have been her biological brother) were adopted by Harris Edgerton, a blacksmith in Columbiaville, probably sometime in the mid to late 1860s. Would the county have these records, or the state -- or would there be records at all?

Also, since they came from out of state -- was Lapeer County (especially Columbiaville) ever a destination for orphan trains?
