I called the
Cecil County Courthouse Marriage Division and they said in 1919 "Marriage Applications" were kept. On the other hand she said not everyone filled out an application and were married in one of Elkton's many Marriage Parlors of that era. Elkton is known as the marriage capitol of the United States because in its hayday they did not require blood test or a waiting period.
