The U of Ky website has the information regarding doing an interlibrary loan. I have used this with great success to view newspaper microfilms - for free at a nearby library ( one with microfilm readers of course). I took the information from the website and the specific newspaper I wanted, the library here was very helpful will the interlibrary loan process.
