Anyone Know Where I Can Get a Look Up of Obituary From 1939

Surnames: Kemp, Fowler
A look up would be nice, but I believe I may need a look up through a library.

Does anyone know what Libray I might contact to do old obituary look ups for Kemps and Fowlers in Ballard County?
