in household of James C. & Nellie Payne in Spokane, Wash.
Perhaps following censuses are your Emma as info seems to

Since Emma was in Pottawattamie County, Iowa in 1900 married to A. L. Payne and then in 1910 she is widowed
living with son James C. Payne, her husband must have
died in that 10 yr span.
