My mother (Emma Kincaid) is listed in the 1920 census as a foster child to a family named James Mattingly, spencer county, grass twnshp. How do I go about finding any foster records? I've tried everything I know. My mother's mother lived in Clay County and I would like to know the circumstance that brought her to spencer cnty. I live out of state so it is not feasible to come there.
