Does anyone know what would happen to children when the parents were deceased and no other family members could or wanted to take them in? Was there an orphanage in LaPorte or did foster care exist then? Or would they child go to whomever wanted them? Circa 1928....

Just looking for clues or where to look next for my grandfather.
