I looked on the Secretary of State Archives site. On the site, you can look at the descriptive inventory. (Hint: If you ever go to an archives, always ask right away to see the descriptive inventory. It makes them think you know what you are doing since you know what to call the thing. Besides that, the descriptive inventory will be informative and will save you a lot of time.) On the site when you get the descriptive inventory info. to come up, don't waste your time trying to look for the info. On the Table of Contents screen, scroll down to State Institutions, and there you will find the Soldier's and Sailor's Children's School. Click on that and you can see what all they have. There are TWO things that might be of interest in respect to the children you mentioned. One of them said it was "closed". However, the other student files didn't say anything about being closed. That info. might be available to you. It might have some info. on Mr. Green, his parents, etc. If you live in Illinois, it might be worth calling ahead to be sure that you could look at the material at the Archives in Springfield. They won't be able to go get the files on Saturday. However, if you call ahead, they can arrange to have the material brought up to the reading room for you to see on Saturday if you can't get there during the week. (At least that was the policy a few years ago.) Hope this is helpful. I couldn't tell from your query just what you wanted to know about Mr. Green and/or your siblings.
