I think Wm C Starkey got his people confused. It was Amos (not William) who married Mary Hester Stout Haliford in 1841. She was the widow of James Haliford. Amos and Mary divorced around 1860 and it evidently was a fighting one because both wanted custody of the minor children.
I found the following marriage in the IL index -
STARKEY, JOHN STOUT, ELIZABETH 05/22/1815 B/ 20 PER COLL ST. CLAIR
Prior to statehood, marriage licenses had to be obtained at East St Louis. I know that one of the Pruitt boys (Solomon Preuitt) told in a interview that he had to go to East St Louis in 1809 to get his marriage license. Solomon lived in what is now the Bethalto, Madison, IL, area. You can imagine the time it took to go by wagon or horse between the two locations in those days.
Waterloo is in Monroe Co IL which is just south of St Clair Co. I do know that in later years people moved down to East St Louis for employment purposes. It's possible that William C may be part of the John and Elizabeth Stout Starkey family or be related to them (brother or cousin or nephew). You may want to pursue this couple.
