Hi Melva,
In 1930 Chester Stephens was living in McCall, Valley, Idaho as a lodger with the Peer family.
Born: Kentucky, 45 yrs old
Occupation: laborer odd jobs
Marital Status: single

I did find the Albert Wahlberg Family Tree which contains Chester and Rhoda, http://trees.ancestry.com/tree/5741876/person/6010169966. It says Chester was born 16 June 1885, Kentucky.
In 1930 he lived in McCall, Valley, Idaho.
He died July 1968 in Boise, Ada, Idaho.

Of course the birth and death info has to be validated before you enter it in your data base. I question the death info because it's from the Social Security Death Index Last Residence field which doesn't mean he died there.

To find more information, I'd contact the Valley volunteer at Random Acts Genealogical Kindness. Go to raogk.org
Click on Idaho
Click on F thru Z
Scroll down to Valley Co. & click on Leighann.

Ask Leighann if she checks with the Valley County Genealogical Society (http://cascade.lili.org/VCGenealogy). They have family files, obituaries 1940-2006 and books about the area. Their fee is very nominal.

You can contact the McCall Chief of Police's office to see if they have any historical information about his term in office. Successful Searching!
