Identifing Voting/Enumeration Precinct in 1880 Census

Pasco county was formed in 1887 from Hernando county. Does anyone know who would know the location (township) of any particular voting or enumeration precinct listed on the 1880 census. There is no Post Office listed nor any other identifying names that would tell where the ancestors are living.
On the 1880 census my ancestors are located in the 60th enumeration district and the 7th election precinct in Hernando county. On the 1900 census they are located in Pasco county in the 7th precinct. I am just wondering if this would be the same township area or not. I am posting this to both the Hernando and Pasco county message boards.
