My father was adopted in Wilmington, DE, in May, 1918. I have the original certificate from the Orphan's Court. He was about the age of 3. I have been seeing any information at all about his birth parents. Certificate has a name (Leon Stetter) and after adoption, he was known as Franklin Starr.

I have been trying to get information as to who his parents were and where he was actually born for many years. I have found people who had relatives who knew the family that adopted him. But no one know any of the circumstances.

I contacted Vital Records and they said records are sealed and he is the only one who can get them unsealed. I have contacted Finders Keepers who suggested I write to Chief Justice of Family Court to try and get records. I did that and they replied that they didn't have the authority to unseal the records.

My father passed in 1972. I doubt anyone from his adoptive family is still alive. The Starr family had two daughters who were both a lot older than him. Yes, I've considered that one of them is really his mother, but I don't think so.

Does anyone have any ideas on how I can get this information. I don't have a desire to meet them. Just wondering where he came from.
