I looked in my Illinois Place Names book and found two entries for Wiggins, neither of which seem to fit your time period. Wiggins' Ferry was in St. Clair Co. In 1851 it was changed back to Illinoistown. It is now East St. Louis. The other entry was Wiggins Grove which is now part (Washington Park) of Springfield.
