I found several newspaper articles on this site that mention Wilton Cornell. They are short articles about town events or elections. According to articles in the Reno Gazette and Nevada State Journal (Bishop, CA is not far from NV), he was mayor of Bishop for 2 years, from 1956 to 1958.
Reno Gazette, April 30, 1956: Article refers to Wilton Cornell as recently elected mayor.
Nevada State Journal, June 1958: Article about election of new mayor D.K. Duke Cleland. Wilton Cornell, mayor of Bishop for past 2 years, had stepped down because he could not spare additional time for the job.
He was very involved in the community. According to article of July 1950, he was elected president of the "Bishop Lions Club", which was his 2nd consecutive term. He was also a councilman for several years. According to article March 1958, he sought re-election after serving 4 years on city council.
