I checked on the BLM web site for land purchases of James Hair. The land he purchased was in Beulah not the NW part of Drew County. Beulah is about 9 miles south of Monticello. Also the date giving on the web site is the date the patent was issued to James. He actually purchased/entered the land a year or more earlier. A settler had to go to the land office the land was listed in, this case Champagnolle, AR and pay full purchased price for the lands, $1.25 per acre. So your ancestor was in Drew County a little earlier than you thought. Hopes this helps.
