Looking for some help in finding out how to obtain a brth record for Elizabeth Jane Shepherd, born in a miltary camp in 1918. Her father and mother were there for his training when she was born. They are from Barnesville ,Belmont County Ohio. Any one who knows the process to obtain this record would be very helpful
