I have not yet found a conclusive birth record for Bert / Burt, nor a WW1 draft registration or marriage record.

I did find, though, that Emma is listed in the 1910 Hartselle, Morgan, Alabama census with her parents and listed as single. In that census record, and in marriage records for several of the children of Bert and Emma, her last name is spelled SEGARS.
