el C. on death certificates

I am reviewing death certificates from Guerrero, Mexico. In the text of the document, following "...en el que hace constar el fallecimiento de" the abbreviation "el C." appears and is followed with a name, which I thought should be the decedents' name. However, in the left margin the word "Fallecio" appears above a different name.

Which name should be the decedent's name? What does "el C." represent?

Could this indicate a place name - as in, "el ciudad" (the city) of (whatever)?

Since it precedes a person's name, I wouldn't think so. Thank you for your suggestion, though!
