Try palacio de gobierno in Tijuana and go to the registro civil. This was given to me in a reply. If you get a telephone number or address please let me know and if it was any help. Have not be able to get a number or go to Tijuana.

Tried this in Feb 2013. They sent back my bank check and told me to contact a consulate. I e-mailed the American Consulate in Mexico (don't remember which one right now) two weeks ago. I haven't heard anything yet.

Did you find the marriage record you wanted? 1945 record should be online now. They don't have records for 1951-1961. If you don't live in Mexico, it will cost you $149 to have a professional in Mexico get the record for you. If you live in Mexico it will cost $20. My personal experience with having friends who live in Mexico say they will go get a copy for me has not been a positive experience. My next step is to get a passport and take a friend with me who was born in Mexico to get my record from 1951.
