It may be next to impossible for both of us to find either records. I was told I had to have the ceritificate to help find mine and told them if I had that I wouldn't be looking for the license. Then, a friend of mine, who is a Mexican, and was born there over 70 years ago, tried to get his birth certificate and came up with the same situation as me.
