It was registered to thomas edward Muldoon, but my grandfather thomas smith is the head on 1921 census.

This site may help. http://www.saskhomesteads.com/search.asp Do a Muldoon search and Thomas's land site will show up. That will give you the FILE number. Then check out the link that says, "HOW TO OBTAIN A COPY OF A HOMESTEAD RECORD" I have never tried it, but it may work okay. Butch
