I contacted records in Canada and they said I need a sponsor to apply for a copy of a birth cert. What does this mean?

I have a copy of a short cert. but need a full birth cert
for Jessica Esther Gatward born Hamilton Ontario, born 12 Apr 1924, daughter of Percy Charles Gatward and Emily, but need to know her maiden name
