Researching in Newfoundland;where are the censuses?!

I'm just starting the Canadian side of research for my husband's great grandmother, who came from Newfoundland. I initially tried searching the Canadian censuses, but see that Newfoundland and Labrador are not included in most of them during the time I would be looking for his ancestors.....were the people who lived in Newfoundland and Labrador just not included or was it under Quebec or what? Any help would be appreciated :)

Hi until 1949 Newfoundland was owned by England after that date it became a part of Canada. I'm from there and my family goes back to the mid 1700s what surnames are you looking for and area if you know I might be able to send you in the right direction.Hilliers lived in trinity bay to St. John's area, I think I read one time they came from jersey.
