Steeles in 1911 census-railway workers

I have found two Steeles in the 1911 census for Chatham. They don't seem to be connected with the original Steeles in the area. Both are listed as railway employees living in a boarding house with many other railway workers.
They are:
1. Norman Steele born May 1882 (28) Scotch Methodist.
2. P. Steele (all the info that is there)
I am wondering if they are P.E.I. Steeles. or where they come from.
Can anyone help?
